Circle Secretary’s Report presented in CEC on 5th March 2009

 

Comrade President and my dear comrades,

 

                    It is time to rejoice and feel proud that we belong to the organization which focuses right issues at right time and work out strategies to achieve our goals with perseverance until the desired results are achieved. The results in the form of IDA pay scales revision is a stellar example Removal of adhocism in STS is another breakthrough we have achieved. It is time to focus our full efforts in the direction of the growth and welfare of BSNL

 

IDA Pay Revision : Much awaited Presidential orders has been issued for revision of IDA scales. Fitment of 30 % has been retained. Apart from new scales, it has brought some relief in respect of HRA revision with minimum at 10 %. BSNL board will decide about perks.

Absorption of ITS : This issue has been taken up once again by Joint Forum and TU call was given. We have already observed Black Day on 24th Feb 09 by wearing black badges. Massive dharna on 17th Mar 09 and full day strike on 25th Mar 09 are future programs to be conducted

Retrospective Seniority in TES Grp B:  The stand was taken by CHQ to implead in court and impledment petition was admitted also. The case is coming up for hearing shortly

Restoration of Seniority of 1966 SDEs: Management Committee of BSNL approves restoration of seniority of 1966 TES Gr B officers to comply with the judgments of Ernakulam and Delhi High Courts. Action to circulate revised seniority lists has begun

EPF to CPF for JTOs : BSNL decided to discontinue EPF and go for CPF from next financial year. Shortly the NIT for Fund Managers will be invited. Association was pleading for the same for the last so many years

JTO Recruitment: BSNL will recruit 3945 Junior Telecom Officers through an open  competitive examination to be held on  21.06.2009 on all India basis

Preparation of Gr.A RRs: Management Committee of BSNL approves draft Gr A RRs, mostly based on the understanding that the Management had with the United forum of BSNL executives. The draft shall be placed before BSNL Board for approval before final promulgation of Gr A RRs

TES Grp B Promotion: DPC work for promotion from JTO to TES Gr B is in advanced stage. From Chennai CRs in respect of 31 JTOs sent

STS Promotion: DPC is to be held for 1500 vacancies. CRs have been called from seniority no. 12204.1 to 14001 for OC & SC whereas from Seniority. No. 20061 to 24456 in case of ST. The last date for completing the whole exercise is 15th March 2009

Pension: DOT clarifies that payment of pension to absorbed staff in BSNL is the sole responsibility of the govt. under the provisions of sub rule 21 of rule 37A of CCS pension rules 1972, regardless of the fact whether BSNL is in a position to make pension contribution to DOT or not. This sets at rest all the doubts about the role and responsibility of the govt. to pay pension to all those absorbed in BSNL Decision regarding revision of IDA pension on CDA pattern in accordance with 1972 statutory pensionary rules is being awaited from Ministry of law.

BCG Study: Sweeping reforms in the existing structure of BSNL are expected to be introduced very soon. Boston consultants are presently examining the whole issue of bringing about sweeping changes in the organizational structure so as to create exclusively vertical and independent wings in business development and growth, marketing, sales, GSM, HR and all other related aspects that help BSNL in meeting the stiff emerging competition in the telecom sector effectively and successfully.

Cancellation of transfer orders of 119 SDEs; Director(HRD) assured to consider the issue favourably and as quickly as possible

Vadodara AIC :  The beautiful city of Vadodara in Gujarat hosted XXVII AIC of SNEA (India) during 14-16 December 2008.. From Chennai Telephones twenty nine delegates participated in the AIC. CMD BSNL, Dir(Mktg), Smt. Jayaben Thakkar MP Vadodara and TU leaders addressed

Local Issues

Special GB: A special GB organized with TN Circle was held on 16th Feb 09 in the lawns of Greams Road. Com GL Jogi GS Com Rajan Jt Secy (S), Com H Muthu CHQ Treasurer addressed

Struggle at STM:  Comrades of STM branch, unable to tolerate any further the harassment of DE Intl STM which exceeded all limits, unitedly and strongly protested against the inhuman attitude of Sri Ganapathy DE Intl STM. On 31st Jan 2009  Even though GM(S) and DGM assured on the relief of Com Loganathan SDE who got local officiating to STS at the fag end of his career before his retirement in April 2009,  DE disobeyed their instructions and refused to give assurance on his relief to us. His relief was delayed for more than 10 days and DE STM Intl was not only inclined to relieve him but also harassed Com Loganathan SDE. Sri Ganapathy  DE  asked CS and other office bearers to get out and also uttered un parliamentary words against our office bearers. This led to spontaneous protest by our comrades who raised slogans against the autocratic attitude of Sri Ganapathy DE STM Intl whose behaviour on that occasion was unbecoming of a responsible officer  While condemning the attitude of Sri Ganapathy DE STM Intl, we appreciate the role of Sri Manickam  DGM in resolving the issue by his unbiased attitude and for handling the situation deftly in spite of the adamant attitude of DE STM Intl. We are happy that Com Loganathan SDE was relieved on 2nd Feb 2009. We hope that Sri Ganapathy DE STM Intl will at least in future change his inhuman attitude and desist from harassing our members

Memorandum to CMD:  We met CMD BSNL on 2nd Jan 09, while he was in Chennai to attend South Zone Review meeting, and submitted memorandum

Tenure Transfer:  So far we succeeded in staying the relief of 4 comrades from Chennai. We took up the issue with CHQ strongly through SoS calls. CHQ is trying hard to cancel the transfer orders as promised. We convinced CGM to issue STS officiating for two senior comrades in the list. Meanwhile BSNL HQ asked for one more list of 50 SDEs for AI transfer. We took up the matter with CGM and insisted that the list should not be sent in a routine manner endangering the growth of BSNL Chennai

Meeting with CGM:  We met CGM on 17th Jan 2009 and discussed the issue of delay in getting Vigilance Clearance for promotion  We met GM(F) also on this issue. Both CGM and GM(F) assured to streamline the process.

Transfer & Posting:  We met DGM A on 28th Feb 09 and discussed the issue of posting of  new JTOs and considering  request transfer of JTOs

Other Issues taken up:

  • Adamant attitude of DGM Central taken up with GM Central
  • Delay in issue of Time bound promotion from E2 to E3. Orders to be issued shortly
  • Discussed with DGM Thiruvellore the issues in TVR and the harassment by DE TTN
  • Non relief of SDEs on transfer and posting of substitute and filling up of vacancies..
  • Issue of Stipend arrears in IDA for JTOs for implemention of the orders
  • Issue of EPF Statement taken up and being published in Intranet

MTNL, BSNL executives seek Governor’s help

CHENNAI: The United Forum of Executives of MTNL and BSNL, Chennai, on Wednesday submitted a memorandum to Governor S.S. Barnala seeking his intervention in the implementation of the demand for repatriation to the Department of Telecommunications.

The memorandum stated that the decision to seek repatriation, which is also an issue over which telecom officers have been on the warpath recently, was “taken after extensive deliberations over the dual policy of the government on the issue of absorption, which has shaken the very foundation of viability of BSNL and MTNL.”

The memorandum urged the Governor to expedite a solution that would avert further precipitation of the issue.

Heartiest congratulations Comrades - Neck of the bottle (JTS bottleneck) finally smashed after more than three decades - greatest and radical  breakthrough in functional path of executives - new and radically improved functional promotion policy for executives.
In a rather historic development, significant ground was covered in the direction of achieving real and everlasting breakthrough in the functional career growth of executives when the committee, constituted to examine the impact of outside recruitment at STS on career growth of executives and suggest appropriate ways to get rid of deadly decades old stalemate prevailing in DOT/BSNL in the functional promotion path of executives, particularly JTOs, SDEs and adhoc STS and equivalent in other streams made sweeping, fundamental and radical recommendations with regard to functional growth of executives. The salient feature of the recommendations is:
A) Change of pay scale on non functional basis will be accompanied by change of designation i.e on each financial upgradation, there will be change of designation, as is prevailing in other CPSUs. Change of designation will take place on functional promotion also. Thus, the designation of an executive shall indicate his functional as well as non functional status. This is a step aimed at introducing CPSU cadre hierarchy.
B) Fifty percent of total STS posts will be filled up by TES Gr B & equivalent on regular basis through seniority cum fitness, and the remaining STS posts will be filled up on adhoc basis by eligible TES Gr B & equivalent. Existing adhoc STS officers will be, immediately after promulgation of new RRs, regularized in STS to become eligible for regular promotion to JAG. Necessary relaxation of requisite qualifying service to regular STS to enable them to become eligible for promotion to regular JAG will be duly considered. The posts of JAG remaining unfilled, after filling up JAG vacancies on a year to year basis in accordance to the provisions of about to be promulgated RRs, shall be filled up by regular/adhoc STS, as the case may be.
C) Integration between regular STS (seniority cum fitness quota) and MTs ( through internal competitive examination and outside recruitment in equal proportion) shall take place in JAG in the ratio of 1:1 i.e fixation of inter se seniority between regular STS (seniority cum fitness) and MTs (50% through internal competitive examination and 50% through outside recruitment) shall take place in JAG in the ratio of 1:1 i.e 50% regular STS from seniority cum fitness quota, 25% MTs from internal competitive examination and 25% MTs from outside recruitment. This means that JTOs/TES Gr B and equivalent shall henceforth occupy 75% JAG vacancies on a year to year basis, in sharp contrast to not a single vacancy of JAG being occupied by promotees on regular basis as of now. In addition, about 2500 STS posts( i.e 50 % of 5000 STS posts) shall be occupied by TES Gr B on regular basis, not a single STS post is being presently occupied by TES Gr B on regular basis.
C) The issues of service weightage, one time upgradation of JTOs/SDEs and granting of first financial upgradation after four years to those not reaching the minimum of next scale etc. shall be considered separately in future as an when additional/fresh inputs on these issues are given to the management.
D) Two affiliates of the united forum i.e NTEA and AIGETOA recorded their disagreement over the recommendations.
We convey our sincere thanks and profound gratitude to he chairman of the committee Shri S.R.Kapoor-Sr. DDG(FP), and all other members of the committee from the official side i.e Shri A.K. Purwar-DDG(P), Shri D.P.De-DDG(Est.) and Shri Shakeel Ahmed-DDG(SR), for their persistent and painstaking efforts to resolve the serious situation having arisen because of the decision of the Management committee of BSNL to recruit MTs from outside at STS and fix inter-se-seniority between TES GR. B/ equivalent and MTs at STS.

Save BSNL, Yechury urges Manmohan

NEW DELHI: The Communist Party of India (Marxist) on Monday sought the intervention of Prime Minister Manmohan Singh in procuring new mobile lines for the public sector Bharat Sanchar Nigam Limited as it faced a rapidly shrinking market share in the fast expanding mobile market.

In a letter to Dr. Singh, CPI(M) Polit Bureau member and Member of Parliament Sitaram Yechury said that without urgent measures to augment the mobile lines capacity, BSNL would slip further.

"It is clear that the major thrust in voice telephone is the mobile market. BSNL was denied entry till quite late and is now being hamstrung from competing, with the Ministry of Communications holding up all its vital procurement. If this state of affairs continues, it can only result in destruction of this vital public sector undertaking. People will remember that the call rates for the mobile sector were exorbitant until MTNL/BSNL entered the fray."

Releasing the letter to the press, Mr. Yechury said that "killing BSNL" would not only destroy public capital to the tune of Rs. 2,50,000 crore to Rs. 5,00,000 crore but also remove the only check that the subscribers had on call rates.

Why focus on IPO?

Mr. Yechury said it was surprising that the focus of the Department of Telecommunications was on bringing out an Initial Public Offer (IPO) for BSNL.

"An IPO may require to be raised if the company concerned does not have enough internal resources and, therefore, requires capital to be raised from the market. In this case, BSNL has cash reserves to the order of Rs. 45,000 crore. It is not able to spend this money as it has not been allowed to float a tender for new lines and is not being allowed to invest in improving its existing infrastructure," he said.
