Salute to STM Comrades !

          Comrades of STM branch, unable to tolerate any further the harassment of DE Intl STM which exceeded all limits, unitedly and strongly protested against the inhuman attitude of Sri Ganapathy DE Intl STM. On 31st Jan 2009 when Circle office bearers along with CS visited STM exchange for mobilisation for our all India struggle during first week of Feb 2009 demanding implementation of new IDA pay scales, CS along with some office bearers met DE Intl STM to ascertain the status of relief of Com Loganathan SDE who got local officiating to STS at the fag end of his career before his retirement in April 2009. His relief was delayed for more than 10 days and DE STM Intl was not only inclined to relieve him but also harassed Com Loganathan SDE. Even though GM(S) and DGM assured on his relief,  DE disobeyed their instructions and refused to give assurance on his relief to us. Instead he asked CS and other office bearers to get out and also uttered un parliamentary words against our office bearers. This led to spontaneous protest by our comrades who raised slogans against the autocratic attitude of Sri Ganapathy DE STM Intl whose behaviour on that occasion was unbecoming of a responsible officer. Sri Manickam  DGM rushed to the spot and he tried to assuage the strong feelings of our comrades by patiently hearing our grievances. He tried his best to convince DE to issue relieving order as promised but DE refused. DGM got in touch with GM(S) and the instructions of GM(S) to DE was also not obeyed by him. Then as per the advice of GM(S), DGM gave his instructions on relief of Com Loganathan  in writing to DE and the copy of the instructions was also given to us to assure us about the relief. Then based on the request of DGM we withdrew the protest and once again requested DGM to ensure that Com Loganathan SDE is relieved as promised and also to ensure that our comrades are not harassed by DE. While condemning the attitude of Sri Ganapathy DE STM Intl, we appreciate the role of DGM in resolving the issue by his unbiased attitude and for handling the situation deftly in spite of the adamant attitude of DE STM Intl.

          We are happy that Com Loganathan SDE was relieved on 2nd Feb 2009. We hope that Sri Ganapathy DE STM Intl will at least in future change his inhuman attitude and desist from harassing our members

CHQ will explore the possibility of impleading in Supreme Court to safeguard the interest of seniors'

RESOLUTION

The Circle Executive Committee of SNEA(I) Chennai held on 26th Sep 2008 unanimously resolves that

 

  • The fixation of seniority in TES Grp B had created heartburn among senior comrades who genuinely feel aggrieved.
  • The Dept. did not follow the DOP order of 1985 on fixing seniority and carrying over the vacancies
  • The attitude of department deserves condemnation as it acted in a partisan manner in implementing the earlier Tribunal orders not only in respect of applicants but for all similarly placed group of officers and it filed writ petition on their behalf in Madras High Court vide W.P.21961 of 2001, against CAT Madras judgment, which was rightly dismissed by Madras High Court while upholding the CAT Madras judgment which was delivered after detailed study of the whole seniority issue. Now also when the group of officers went to Supreme Court against the Madras HC order and when status quo is ordered by SC the department initiated action against the spirit of Madras High Court judgment when no stay is in force. (We fail to understand that what was the urgency in releasing the promotion order in a piecemeal manner beneficial to one group of  officers when thousands of STS vacancies are available to cover the broad spectrum of officers in the seniority list)
  • CHQ cannot remain silent on this crucial issue citing court orders as it affects the morale of many senior comrades who continue to stand solidly by the side of the CHQ in all its endeavors. CHQ should immediately intervene  effectively to urge the department to drop its partisan attitude and present facts before the courts so that natural justice is delivered to senior comrades and CHQ should ensure that the department does not sabotage the justice delivered by Madras High Court to senior comrades. CHQ may explore the possibility of impleading in Supreme Court to protect the interests of senior comrades
  • CHQ should ensure that DPC is convened immediately for the thousands of STS vacancies and promotion orders issued in one bulk at the earliest

Circle Secretarys Report presented in CEC on 26th September 2008

Comrade President and my dear comrades,

After the success of IDA Merger and new progressive promotional policy we are faced with the threat of IPO and other moves of Government detrimental to the interest of BSNL. Top management controlled by ITSA again tries to manipulate and delay absorption into BSNL when we were made to believe that the issue is reaching stages of final settlement.

IPO and Other Issues of Financial Viability: On the issue of floating an IPO, MOC&IT assured that the government would take final decision only after consultation and discussion with the Unions and Associations of BSNL. The representatives of the Joint forum out rightly rejected the offer of giving a minimum of 500 shares at Rs 10  each to each employee of BSNL on ESOP scheme Hon'ble MOC &IT also highlighted the decisions that DOT has already taken to strengthen the financial position of BSNL like waiving off license fees on wired lines in rural areas, earmarking slot for 3G spectrum for BSNL/MTNL, compensating BSNL to the tune of Rs 2000 crores from USOF On the issue of merger of ITI with BSNL, Secy/DOT informed that an overall plan for the revival of ITI is being presently examined by a committee in BIFR and they are yet to finalize their recommendations. Joint Forum lodged their strong protest and opposition over the proposed move of the BSNL/Management to allow private service providers to roam on BSNL network. Our association and AI BSNLEA were called for a discussion by CMD on the issues relating to very low growth of services. CMD informed that while BSNL added nearly 3.5 m lines ( Wired+ GSM + CDMA ) during first quarter of this year, nearly 2.8 m were surrendered and the net addition during the first quarter was hardly 0.7 m in all the segments. What is alarming is that CMD revealed that surrender in GSM segment has reached incredibly high proportions.

Absorption of ITS : With the approval of the note by the Union Cabinet we expected that the ITS absorption issue has come to the conclusive stage. But top management controlled by ITSA again tries to manipulate and delay absorption into BSNL and aspire to be on deputation for some more years. Joint Forum leaders met at New Delhi on 17th Sep 2008 and resolved to demand repatriation of all employees and executives who were absorbed in BSNL back to DOT

Fixation of Seniority in TES Grp B: The fixation of seniority in TES Grp B is under detailed discussion due to various court judgments. This issue has created heartburns among senior comrades who genuinely feel aggrieved. They expect the CHQ to focus this serious issue and impress upon the management to settle the issue finally without affecting the interests of senior comrades

STS Promotion : 59 SDEs of Chennai Telephones (out of total 1099) have been promoted to STS cadre on ad hoc basis. In the promotion order issued by BSNL HQ only 8 SDEs have been posted to CHTD even though as on date 20 posts of STS were vacant. We met CGM on 3rd July 08 and requested him to write to BSNL HQ for re allotment for all SDEs based on the justification that in Chennai telephones lot of developmental activities are taking place. Based on our letter CGM wrote to BNL HQ requesting re allotment for all. Meanwhile we took up the issue with our CHQ also. Re allotment orders have been issued periodically based on our request

Payment of arrears of Stipend : Com GS took up with Dir(HRD) the issue of payment of arrears of stipend on IDA scales instead of CDA for JTOs recruited in 2001 and 2002.

 

 

 

Local Issues

Transfer Issues: Due to pressure from vested interest administration transferred Com Lakshmanan without any reason. The matter was taken up with GM West by CS,AS(W),OS(W) Subsequently the matter was escalated to the level of GM(O). President, CS, ACS met GM(O) and GM(O) was convinced and ordered cancellation of the transfer order. The issue of transfer of Com Uma SDE KOD Extl was taken up with GM(W). After GM(W) clarified that the services of the comrade were required the comrade accepted the transfer. The issue of relief of Com Rama JTO STM Intl taken up with GM(S) by CS and ACS(S). Com Vasanthy SDE Ponneri on transfer to Chennai relieved. Com Viswanathan SDE KAL on transfer relieved .

Security at GSM sites: Tender has been finalized for providing securityCash Collection at CSC: The issue of collection of cash at CSC by JTO/SDE was discussed with CGM. As a sample case KKN CSC was taken up and we impressed upon the CGM that we are not against opening cash counters at CSC. We are ready to arrange for infrastructure and maintain them. But the supervisory function of cash counter operation is to be done by accounts personnel only. But Administration is trying to play with us on the argument that in some CSCs cash counter operations are handled by JTO/SDE and going on smoothly. We have to take a uniform stand and implement

Other Issues taken up:

· The executives of IT Cell were agitated over the move of large scale displacement of SDEs from IT Cell. A special meeting was held Com President, Com CS attended and a resolution was passed. Based on the resolution the issue was taken up with administration.

· Based on the instructions of BSNLHQ the issue of EPF Contribution Statement was taken up with GMF requesting to send a copy of Annexure A containing the details of EPF contribution deducted for all employees to us regularly for effective monitoring. We have also requested to accept enhanced employees contribution from JTOs

· The issue of reorganization of STM division was taken up with GM(S) and DGM(A)

· The issue of harassment of Smt Mangalam JTO STM Extl by subordinate staff was taken up with GM(S) demanding action

· Request transfer of comrades based on their option in CPT SSA and Chennai and maintaining of proper waiting list

Local Matters

Trade Union Actions: .

· Dharna held on 29th July 08 at CGM TN Circle office to oppose merger of ITI with BSNL

· A unique demonstration was held by SNEA and other unions on 6th Aug 08 at Panagal building to protest against the frequent disruption of our UG Cables by highways department and other Private telecom operators.

· LH Demo held on 20/8/08 at o/o CGM Ch. in support of CITU strike

COB Meeting: COB Meetings were held on 29th July 2008 at ARD and 6th Sep 2008 at K K Nagar. During the leave period of Com CS , Com N Chittibabu ACS discharged the functions of CSDivisional Meeting:

GSs address at Chennai on 8th Dec.,07:
 GS addressed a combined meeting of Comrades of TN Circle/Chennai TD, apprising them in detail of the latest position regarding various issues pertaining to the growth of BSNL as well as unresolved cadre issues. Even though the meeting was arranged at a very short notice, yet the attendance was quite encouraging, and the enthusiasm and interest exhibited by Comrades on various issues in the course of interaction left GS in no doubt about complete readiness of Comrades of SNEA(I) of TN/Circle and Chennai/TD to participate in future struggles of both the Joint forum of BSNL executives and non executives as well as the United forum of executives. GS got a loud and clear message to this effect and was considerably encouraged at the level of organizational preparedness to meet future challenges formidably.

 Com Munuswamy, President/Chennai TD presided over the meeting, and the meeting was also addressed by Com N. Balakrishnan, CS/TN, Com S. Venkataraman, CS/Chennai and Com R. Ashokan, AGS. Com. Muthu, CHQ treasurer, was also present. Large number of Circle office bearers and CWC members, including com V.Sunder, of both TN Circle and Chennai TD also attended the meeting

In view of the positive gesture shown by BSNL Management in terms of constituting the committee to address our charter of demands, including the decision to defer action on recruitment of Management trainees,
 
 United Forum has decided to
call off the programme of mass Casual leave/Earned leave  on 23rd Nov 2007.

 

Our future course of action and strategy will be decided and finalised in the joint meeting of Circle Secretaries at Hyderabad on  Nov 2007.

Settlement arrived between BSNL Management and the United Forum

                                 In the backdrop of notice for agitational programmes served by of the United Forum of BSNL Executives' Associations in support of their demands related to their career aspirations and other related issues , series of meetings were held between constituent groups of United Forum and BSNL Management. Finally the following were agreed

            I. A Committee comprising of member from Management and one representative of each of the four constituent groups of the United Forum shall be formed to look into the genuine career aspirations of Executives and other related issues mentioned in the Charter of demands and the business needs of the Company. The Committee will be required to submit its recommendations within three weeks time. Until then, notification for recruitment of Management Trainees as per already notified RRs shall remain deferred.

      II. The United Forum appreciated the gesture shown by the Management and reciprocating the same, agreed to call off their agitation in the larger interests of the Company.

            Since the BSNL Management has not initiated any tangible action so far to resolve the issues raised by us, our CHQ has given a call to observe Mass Casual Leave/EL protest on 23rd November 2007. Harder programmes  of  future organizational actions shall be decided after the Joint Meeting of Circle Secretaries of all constituents of United Forum at Hyderabad on 30th Nov 2007.

 

            We urge upon all the executives of Chennai Telephones to observe Mass Casual Leave/EL program on 23rd Nov 2007. 100 % participation in Chennai telephones is our goal and every one should strive to achieve this.

 Brief of the proceedings and important decisions taken by the CWC meet at Thiruvananthapuram on 28th & 29th Sept.,07.

 CWC meet was held at RTTC Thiruvananthapuram where the arrangements for boarding and lodging and the meeting at the auditorium were quite comfortable and the ambience in which the RTTC is located made the meeting quite memorable and exciting. Besides, the involvement of Comrades of Thiruvananthapuram RTTC in particular and of Kerala Circle in general for the success of the meet was extraordinary. That way we are all satisfied that Comrades of Kerala Circle put in their best efforts and their role for successful completion of the conference was quite commendable.  

All the Circles, except NE I were represented. However, CSs of Uttaranchal, NE I & II and Chattisgarh Circles did not participate in the meet.

 The meeting started on 28th sept.,07, with flag hoisting ceremony at 0930 hrs, amid slogans of SNEA(I) Zindabad, Inquilab Zindabad, CWC Thiruvananthpuram Zindabad etc. After unfurling of flag by the CHQ/ President, the business of the august house commenced in the auditorium of RTTC at 1000 hrs, after observing silence in memory of the departed Comrades and self introduction. GS recalled the services rendered by Com Vithal Rao, our beloved ex/AGS, his commitment and sincerity, and a resolution expressing heartfelt condolences of the entire house to the bereaved members of his family was adopted by the house.        

 After opening remarks by the Comrade President, GS reported the developments having taken place in the intervening period from holding of Goa CWC meet till date, highlighting notably following significant breakthroughs accomplished during the period of about a year: 

A) Settlement and implementation of promotion policy -- radical changes in very harsh attendant conditions imposed on both time bound as well as functional promotions, getting first financial up gradation for adhoc STS to the scale of JAG, reducing outside recruitment at STS from 50 to 25%, ensuring functional promotion from TES Gr B to STS, getting one increment on functional promotion without change in scale.  

B) Fulfilment of our demand after sustained efforts of providing residential service mobile connections with STD/roaming and other facilities and enhancing the limit of fixed line residential facility,

C) Counting of residential period after tireless persuasion from 1.10.2000 for the purpose of getting first financial up gradation in respect of all those whose pay scales were upgraded after 1.10.2000 and thereby bringing about complete uniformity in implementation of new promotion policy,

 D)Issuing of promotion orders from JTO to TES Gr B for 75 % quota  against the vacancies of 2004-05 and 05-06, after continuous persuasion,

 E) Holding of TES Gr B competitive examination for about 4000 TES Gr B vacancies, despite lot of hurdles, 

 F) Creation of 2300 posts of JTOs, 600 SDEs, 400 STS and 150 JAG for the man power plan for the years 2005-07 in high technology areas, and

G) Playing  a frontline and crucial role in mobilizing media, political and public opinion which finally led to observance of historical strike on 11th July,07 on the critical issue of placing of orders for procurement of GSM, 2g+3g, equipment and which finally resulted in placement of orders for procurement of 22.5 m GSM lines.

Unresolved issues mentioned by GS relating to promotion policy are A) service weightage, B) no outside recruitment at STS, and C) first financial upgradation after maximum of five instead of six years. Issues like extending benefit of five years of qualifying service for those seeking VRS, withdrawal of order of MOF restricting payment of pension by govt. to 60% of payment that it receives from BSNL on account of licence fees, cess tax, dividends etc., are under serious consideration of DOT and the govt. Issue of option to continue in CDA scale till the date of promotion/retirement is under serious consideration of DOP & PW. Future challenges enumerated by GS to be effectively met are recruitment of MTs, deficiencies existing in new transfer policy, absorption of ITS and continued financial viability of BSNL. 

Decisions of the CWC on some important issues.

A) Recruitment of MTs: After detailed discussion on this important issue for about four to five hours in the context of the instructions issued by BSNL Management on recruitment of MTs and the stand taken to oppose it organizationally, along with other Associations, it was decided to make all round and complete organizational preparation to face the situation arising out of issuing of instructions of 13th Sept.,07 on recruitment of MTs. GS summed up the elaborate discussion by urging upon everyone present in the august house to immediately undertake extensive organizational tours and prepare grass root membership for an inevitable struggle on this important issue. As regards the opinion expressed by the house on various aspects of instructions issued by the BSNL Management on recruitment of MTs, GS felt that, in view of diverse opinion on and the complexity of the issue, CHQ should have some flexibility to negotiate on the issue to reach a settlement, of course, within the ambit of the opinion expressed by the house. But what is extremely significant and vital is the level of organizational preparedness, GS informed the house. As of now, BSNL Management appears to be quite firm to go ahead with the decision that it has already taken on the issue of recruitment of MTs, GS apprised the house. This stand of GS was by and large endorsed by the house.

B) New transfer policy guidelines issued by the BSNL Management: GS informed the house that this Association has all along opposed tooth and nail the policy of rotational transfers, both in DOT and in BSNL. Even though the instructions of DoT on rotational transfers date back to 1981, yet they could not be implemented primarily because of their irrelevance for a massive sized service organization like DOT/BSNL and our tough and vigilant stand. However, the new guidelines issued by BSNL do not speak of any rotation, but only addresses the issue from point of view of meeting the shortages, exigency of services, meeting requests and shortages at tenure stations etc. Even with regard to losing claim over time bound promotion in case of JTOs seeking transfer from one circle to another, it is applicable to only those who seek transfer before completion of five years and is meant to discourage JTOs from seeking transfer through political and other means. In those cases where the transfer is issued under rule 38, after completion of five years, existing situation remains unchanged. GS also informed the house that the criterion for counting of stay for inter circle transfers has also been changed, the stay now onwards shall be counted from the executive cadre i.e JTO onwards, and not from the cadres below JTO, as used to be the practice. We also had demanded counting of stay from SDE onwards for inter circle transfers. After detailed discussion, lasting about four hours, GS rounded off the discussion by informing the house that genuine discrepancies existing in the policy and pointed out during the course of discussions shall be duly communicated to the Management and best efforts would be made to sort them out.

 C) ITS absorption and financial viability of BSNL: - GS apprised the house about the sustained, consistent and virtually single handed efforts of the association in the direction of forcing the absorption of ITS Gr A and the steps it has been relentlessly taking in this direction. GS also gave a detailed account of the legal action that it has been contemplating to initiate and the extensive discussions it has been having of late with the lawyers on the question of finalizing most appropriate legal action that could be taken and accepted by the courts. As regards creating pressure on DOT to initiate tough measures on the issue by way of appropriate trade union actions, GS informed the house that such actions shall have no affect in isolation and have to be initiated from the platform of joint forum only. GS did not agree with the suggestion and perception of CS and CWC member from MP Circle that Association should chalk out independent organizational actions and accordingly adopt a resolution. They felt that Association at the CHQ level is not serious on this issue and is not taking any concrete action. GS reiterated that their perception on this issue has to be realistic and the right strategy would be to create sufficient pressure through united action from platform of Joint forum and also to continue to explore appropriate legal intervention. GS assured the house that Association shall continue to treat this as a priority issue and act accordingly as it has been doing. He urged upon the house to appreciate the limitations that it is subject to as far as taking decisions to launch independent organizational actions on this issue is concerned. However, both the representatives from MP Circle remained unconvinced. On the issue of financial viability of BSNL, GS informed the house that the association shall continue to play a frontline and major role in focussing all important issues of viability of BSNL and also shall play a positive and leading role in mobilizing opinion on issues of importance in the joint forum. This has again to be done from the platform of the Joint forum.                                       

 D) Amendments to the constitution: Constitution amendment committee under the Chairmanship of Com George Varghese, with Com B.G.Patel and Com Dilip Saha as its other two members, proposed certain amendments to the constitution before the house. After a thorough discussion on the amendments proposed, some of the amendments were approved by the house, whereas, it was decided that the remaining would be discussed in the next CWC. We shall very shortly put on our site the amendments approved by the house.

Dear Comrades,

You are aware of the ongoing conspiracy from the top level of the communication ministry, not started just this day, but going on for quite some time in such a way to push BSNL down to its extreme and nothing short of putting ‘death nail’ to BSNL.

We, as responsible persons in BSNL, owe a strong duty to unite all the people in BSNL, irrespective of caste, creed, union, association, cadre (by which we are normally divided), educate the entire three lakhs and odd non-executives and executives of BSNL and fight against the calculated attack and the conspiracy. Racing for the credit etc. will be of any meaning if only we are able to unitedly fight against the plots and attacks both open and hidden.

We already staged one day Dharna on 29th June 2007 throughout the country pressing for the release of P.O. for 4.5 crores GSM lines Equipments.  The relentless Government does not seem to realize its responsibility to upkeep and support  BSNL which is a Government owned PSU.

The talks presently going on in the Governmental side indicates that the Government (Ministry of Communications in particular) is not likely to nod for the P.O for 3-G for BSNL now through this present tender (if at all it is finalized as promised). This clearly means that BSNL cannot be in the contemporary list of Service Providers on the 3-G area which again is similar to the same status when the cell connections were introduced in our country, licence of service providing  given only to private operators and not DOT, a Government organization. 

With our tireless workforce, adaptability, patriotism and selfless service from all in BSNL, we have come thus far in the cellular area in spite of very late entry. But the hard reality remains that however you strive hard, we are not in a position to capture the entire market since the ‘gap of starvation years’ and the effect of first entrant’s advantage in any trade, is yet to be wiped out.

     It is time, we realize the reality, conceptually understand the conspiracy and the calculated attack on BSNL, so steep an attack that BSNL cannot range in the competition, why range in competition, cannot even survive. All these moves not from any invader, but from the Government and the Ministry.

Parent attempting to poison the family. Let us awake, club ourselves will all the forces that would be interested in the survival of BSNL, unite the forces, and fight. Unity and timely action is second to none in getting the desired laurels. Even now if we do not realize and act, any repentence of the future will be of no meaning.

PSU officers to go on nationwide strike from Dec 22

Prime Minister Manmohan Singh's assurance that he will examine their demand for salary revision has left the 1.60 lakh central public sector officers unmoved. Their decision to start an indefinite strike from December 22, which will badly disrupt telecom, power and oil services, remains unchanged.

 

A four member delegation of the coordination committee of officers' associations of central public sector units (CPSUs) that has called an indefinite strike across the country from Friday, met the Prime Minister on Tuesday. The prime minister told the group, led by Basudeb Acharya of the CPM, that he would take the matter with the Minister for Heavy Industry.

 

The committee has apologised to the general public in advance for the inconvenience and hardship it will inflict in coming days.

 

"The indefinite strike is going to affect the life of countrymen adversely.  The forum apologises to all countrymen for all the inconveniences caused due to our strike.

 

The forum reiterates that its movement is a step to save PSUs and prevent an exodus of talent from the PSUs," said Secretary General, NTPC Executives' Federation of India, and Convener of the forum told Hindustan Times.

 

The Forum of officers has demanded merger of 50 per cent of dearness allowance (DA) with their basic salary from January 1, 2005 which will put them on par with the Central government employees.

 

Removal of monetary ceiling on payment of gratuity, release of lump sum ad-hoc pending discussion with next pay panel for salary revision from January 1, 2002 and retaining years' periodicity and removal of 50 per cent ceiling on allowances.

 

In the power sector, NTPC, NHPC will participate in the strike while in the Oil sector 13 PSUs like Oil and natural Gas Commission (ONGC), Indian Oil Corporation, BPCL, HPCL, EIL, Oil India Ltd will participate in the strike.

 

Amongst the PSUs in communications sector BSNL and MTNL officers will take part in the strike along with BHEL, Coal India Ltd and all its companies, and SAIL and all its subsidiaries.

 

Pandey pointed that the extreme step was being taken since their issues have not been addressed even after Prime Minister Manmohan Singh had appealed to all PSU employees on September 5, 2006 to desist from strike and promised that their demand of DA merger will be met with in 4 weeks. 

 

"We were told that Department of Public Enterprises (DPE) has initiated a Cabinet note sheet in this context but it got stuck some where in government process," said Pandey. 

 

About 45,000 executives from the oil sector are taking part in the strike. About 18,200 officers from coal sector across the country will join the strike. (courtesy:- Hindustan Times)

CUDDALORE: The officers' associations of the Bharat Sanchar Nigam Ltd and other public sector undertakings (PSUs) will go on an indefinite strike from December 22 in support of their demands.

 

According to N. Balakrishnan, State secretary of the BSNL Officers' Association, the officers of the 14 PSUs, including the oil companies, Steel Corporation of India Ltd and the National Thermal Power Corporation, will join the strike.

 

Their demands include improvement in service conditions, merging 50 per cent of dearness allowance with basic salary and formation of a pay commission to revise the salary structure. — Special Correspondent (courtesy:- The Hindu)

 

 

 

 

Our Assistant General Secretary, Comrade Vithal Rao, From Karnataka Circle is no more with us today. He breathed his last at around 11:30 am today (29-07-2007)due to a massive heart attack. He was our young, bold, dedicated and dynamic CHQ office bearer and had also served as Circle Secretary, Karnataka for a long period.

His demise is an irreparable loss to the SNEA(I) fraternity. We express our deep condolences to the bereaved family and pray to the Almighty to give strength and courage in this hour of crisis. May, his departed soul rest in peace.

Central PSU employees observe hunger strike

They demanded merger of 50 % of Industrial Dearness Allowance with basic pay

CHENNAI : Employees of central public sector undertakings (PSUs) in Chennai observed a day-long hunger strike on Thursday demanding merger of 50 per cent of Industrial Dearness Allowance (IDA) with basic pay.

More than 200 employees, a majority of them members of the telecom union — Sanchar Nigam Executives Association — took part in the protest organised in front of the office of the Chief General Manager, BSNL Chennai Telephones.

The strike call was given nation-wide by the National Confederation of Officers' Association of Central PSUs (NCOA).

According to NCOA, though the Wage Revision Committee had taken a favourable view on merging 50 per cent of IDA with the basic pay for central PSUs, a final decision on the matter was getting postponed inordinately.

The NCOA said though the revised rates were already in place for other Central Government employees, the Finance Ministry was taciturn in approving of a similar merger structure for Central PSUs.

Speedy clearance sought

Activists said the irony in their case was complete as even their respective PSU managements were willing to fork out the revised rates. Through the protest, the NCOA sought to expedite the Finance Ministry's clearance of the proposal.

Co-ordination Committee has deferred the ongoing programme of agitation to give more time to the DPE to study the demand in the memorandum submitted to the Hon. Prime Minister by the Co-ordination Committee. The Prime Minister forwarded the same to the DPE through the Cabinet Secretary. The Secretary Power who had a meeting with the Cabinet Secretary assured the leaders that the Cabinet Secretary informed him that the issues will be seriously considered by the DPE for its resolution. The Cabinet Secretary has also assured the merger of 50% DA with the basic w.e.f 1-01-2005 will be included as a special item in the terms of reference of the Wage Revision Board for Executives in CPSUs after obtaining the approval of the Cabinet. The Minister for Heavy Industries and Public Enterprises away in Assam will return to the Capital only tomorrow night. The Co-ordination Committee is likely to meet the Minister as soon as he returns to the Capital for taking up the matter directly with him also.

You are aware that NCOA has been consistently applying pressure and taking all out efforts to get the pending demand of merger of  50% of DA with Basic Pay   for the Executives  of the Central PSUs. (For the CPSU Executives, Wage Revision Committee has already been appointed and the committee has had a number of sittings already on its assignment, but the issue of merger of 50% DA has not yet been finalized ) We, the members of SNEA, a constituent of NCOA have so far observed all the programmes of TU Actions including ‘Strike on 22nd and 23rd December 2005 followed by LH Demonstration on 4th May 2007.

 

 

 

As a follow up programme, NCOA has given a call for observatio of Relay Hunger Strike on10th and 11th May 2007, as a disciplined organization and an organization of real strength, it is our duty to obey the directives of our Central Head Quarters and our Umbrella Organization NCOA which is the only  organization that has been consistently taking on the issues of the executives in the Central Public Sector Organisations.

 

In Chennai , we have decided to observe the Relay Hunger Strike in the campus of O/O CGM Chennai Telephones 78, Puraswakkam Road Chennai-600010 on  10th May 2007 between 0900 and 1730 hours. (The Programme has been modified as one day Hunger Strike on 10-05-2007 by NCOA)

 

All the Circle office-bearers, CWC Members, CEC Members and all the Divisional office-bearers along with maximum  members from each Division will be observing hunger strike on 10-05-2007. It is requested that all our Divisional Secretaries will mobilize in such a way that all our Divisional Presidents and Treasurers along with maximum members from their respective Divisions to attend the programme without fail.

 

There will be Lunch hour Demonstrations on 10th May 2007 in the venue of Hunger Strike. All our members are requested to participate in the programme and makie it a success. Let us remember, ‘we are living in sucha world that without demand nothing comes, and with demand from united strength everything can be achieved’. You are aware that NCOA (of which SNEA (I) is a constituent) has given a call for observation of Lunch Hour /Closing Hour Demonstration throught the country on 4th May 2007 followed by observation of Relay Hunger Strike on 10th and 11th of May 2007 to press for merger of 50% of DA with Basic Pay (the issue is presently pending with the Wage Revision Committee)

 

 

You are also aware that TRAI, the supposed to be a Regulatory Body, has for quite some time been indulging in affairs/decisions either directly or in concealed manner to to weaken the two Government owned PSUs viz. BSNL and MTNL. The recent move of TRAI that the infrastructure of BSNL/MTNL will have to be shared by all the service providers is one such cynic move, which cannot be accepted by anybody who is patriotic. The Joint Forumn of Executives and Non-Executives has given a call for observation of Demonstrations throughout the country on 4th May 2007 to oppose and defeat the ill motives of TRAI. As persons who are deeply and sincerely concerned on the viability of BSNL, we are unequivocal means, joining the Demonstration.

 

To suit the local conditions, it has been decided to join the Lunch Hour Demonstrations being held in the following four places. The slogans during the Demonstration will include ‘merger of 50% DA with Basic Pay’ as part of NCOA call.

Our Central Working Committee meeting was held at GOA on 25th and 26th Sep.06.  Our Chennai Telephones Organisation was represented by our three CWC members Com.M.Munuswamy, Com.S.Venkataraman and Com.B.Karunanithy in addition to the Circle Secretary Com.V.Sundar.  Shri A.K.Sinha CMD BSNL was the Chief Guest. The salient points of discussions in the CWC are as follows:

 

Transfer Policy:  No transfer order should be issued in the middle of the academic year.  No transfer for those who are at the age of 55 or more to any tenure circle. Our Association should impress upon the BSNL management to cancel the transfer order already issued in respect of Divisional Engineers/Sub Divisional Engineers. The counting of stay in a territorial circle whould be finalized after having a detailed discussion with our Association.

 

Promotion Policy:  Though it is said to be in the final stage and that all the decks have been cleared, we should impress upon the management to release the policy and implement the same without any further delay.  The CMD promised that he would personally take all the needed steps to clear the Promotion Policy.

 

Promotion from JTOs to SDEs:  The entire process has already been completed including the DPC.  The promotion order would be released immediately after ascertaining the vacancy position in various circles and after consolidating them. The orders are expected to be released by mid-November 2006.

 

Promotion from SDEs to Adhoc STS:  Already most of the circles have complied with the furnishing of CRs and the assessment reports.  Once all the CRs are received at the Head Quarters, the process would be completed and promotion order issued in phases.

 

JTO (officiating) Pay Scale:  We would strive for getting the pay scale at Rs.9850 as in line with the judgement of Ernakulam Court and done in Kerala Circle.  However it is understood that the BSNL is likely to prefer an appeal.  We are also contemplating with the BSNLEU to take up the matter of ‘one time special relaxation’ so that all those waiting are covered in one  lot.  The seniority question is also to be sorted out.

 

The aspirations of our young comrades recruited by BSNL are all to be considered positively and will be taken up with the management to the best of our efforts.

 

Viability of BSNL:  Very serious discussions took place.  We should not allow the sharing of infra-structure by other operators at any cost.  Quick decisions in respect of tariff changes/relaxations in offers, deep-routed marketing of our schemes etc. are the need of the hour.

The magnificent NCOA Congress unfolds at Birla Institute of Science and Technology (BITS) Goa. His Excellency Shri.S.C.Jamir Governor of Goa inaugurates the function . In his address Shri.Jamir described the PSUs as the temples of India. He also traced the historical facts about the setting up of the PSUs in India vital to the Nation Building exercise. Shri.S.P.Shukla former Member Planning Commission and Representatitive of India at WTO -Urugrounds, Diretor (HRD) BSNL  Shri.Niranjan Singh, Prof. Nagaraj Professor of Management in the Indira Gandhi International University, Shri. Aspojorn Wahl Representative of ILO Norway, Shri.Christopher Negi Representative of UNI Asia Pacific Region, Dr.Goyal Director BITS Goa, Com.W.Secshagiri Rao President NCOA, Dr.K.Ashok Rao Secretary General NCOA attended and addressed the Congress. Prof. Nagaraj Professor of Management in the Indira Gandhi International University presented a paper on the role of PSUs. At the end of the NCOA session Director HRD Shri.Niranjan Singh addressed the CWC of SNEA. He stated that he is fully committed to the report submitted by the Promotion Policy Committee. He assured that orders on the same will be issued within  two to three weeks. Director mentioned with out the Herculean efforts of Com.G.L.Jogi GS SNEA the improvements on various aspects of Promotion Policy would never have materilsed. He also stated that (1) 80% of the problems regarding discrepancy of vacancy in SDEs have already been sorted out. Promotion orders from JTOs to SDEs will be issued in the first week of Nov 2006. (2) Promotion orders of SDEs to Adhoc STS will be issued in the first week of Dec 2006. (3) Transfer to tenure stations  will be done only on promotions or at the start of the Academic session as proposed by SNEA. Further suggestions of the Association on the Transfer Policy is welcome and will be considered with due importance.

The NCOA Congress today will be addressed by Com. M.K.Pandhe Secretary General CITU and Com G.L.Jogi among others.

No one in BSNL, in whatsoever capacity he/she is, can afford to forget the reality that our organization BSNL should exist, exist viably, and grow further to reach esteem so that our aspirations for our career interess and personal interests will remain meaningful. Extract of DGM(A) order no-APR-INCENTIVE-DTTC-05:

“….It has now been decided to grant TA/DA to the officers/officials who undergo In-service courses/Workshops/Seminars/Induction courses as follows.

(A)   TA/DA as per rules as on tour for those officers/officials of Chennai Telephones who undergo the ISC/Workshops/Seminars/Induction courses at RTTC, Maraimalai Nagar Hostel during the course of the training period at ordinary rates.

(B)    To those officers/officials of Chennai Telephones who undergo the ISC/Workshops/Seminars/Induction courses at RTTC, Maraimalai nagar Chennai and are permitted to stay outside the RTTC ,Maraimalai Nagar Hostel during the course of the training period may be paid DA @70% as GI.O No.1 below SR-71 at ordinary rate and Travelling Allowance for the journey performed on the date of commencement and on the date of return on relief. In case, the officer/officials is provided with free boarding, he will draw only ½ (half) DA i.e 50% of the 70% (i.e. 35%) for those days /(G.I.O. No.4 below SR51).

This is issued with the concurrence of GM (Finance) and approval of Chief General Manager and will take effect from 01/06/2006 “

Our Circle Office-bearers had a meeting with our CGM in the Conference Hall on 29th April 2006 to discuss the following agenda items:

Issuance of service cell connections to the left out executives as agreed to in principle and as an interim measure, restoration of  95/other level access to the WLL mobile service connections of the executives::::::::::::CGM  opined that provision of  service cell connections can be considered for specific areas based on merits.  CGM also expressed that restoration of 95 facility and other level access to the WLL mobile service connections can be considered if ceiling limit for WLL mobile bill is fixed as Rs.500/- per month.

 

Calling for options/requests prior to issuance of Transfer Orders both within the Zones and between Zones in respect of executives in order to be in smooth transition:::::::::::: General Manager (O) stated that options are being called for issuance of Transfer orders and for considering officiating arrangements in maximum cases. All the request transfer applications will be recorded and orders will be issued during the month of March/April of every year except on Administrative emergency cases. Request transfer applications are to be forwarded with the recommendation of the concerned GMs.

 

Filling up vacant DE posts by local officiating in time and without delay by taking advance action ::::::::::GM (O) stated that delay will be avoided for issuing local officiating orders and now the cases were taken upto August 2006 for considering officiating arrangement

 

Non-refunding of excess Income Tax recovered from the executives by Zonal DDOs causing ordeal of claims from the IT Department posed on individuals::::::::: GM (F) stated that AO HQ has issued a circular to all officers well in advance (July 05) for furnishing the details of savings etc.  But it has been noticed that many of the officers have submitted the savings details during Jan 06/Feb06 and by this time the IT has been deducted and remitted to IT on quarterly basis. In some cases the IT recovery is more.  As IT has already been remitted it was not possible for the DDOs concerned to return back the excess recovered IT amount.  GM (F) also appealed for submissions of the IT proposals well in time by the executives so that this like hardship could be avoided in future.

 

Posting a regular incumbent Director (Senior Principal) to RTTC Maraimalainagar::::: Administrative action has already been initiated and is under process for posting DGM to RTTC

 

Sanction/Payment of Honararium to the Engineering Executives in a very belated, hap-hazard, unpragmatic, injudicious approach and with extreme partiality which is causing heart-burns and demotivation amongst our members::::::::: CGM opined that sanction memo for honorarium should have been issued in advance and suggested for issue of appreciation letter for the best performance exhibited by the executives.

 

Unhelpful/Inhuman treatment meted out to some of our executives ordered to officiate in next higher grade (SDE to Adhoc DE local officiating)/denial of due fixation of pay on absorption in BSNL to some of our members by wrong/unhelpful interpretation of BSNL Corporate Office orders/clarifications::::The option exercised at the time of absorption has to be honoured for pay fixation also and this issue will be looked into and cases will be sorted out zone wise with uniformity

                                                                                                                             

Hardship/Difficulties faced by our members in respect of certification of residential telephone connection bills generally and in particular in the Administration Areas

 

RSTC bills can be certified with justified reasons  by the controlling officers.

 

     The following items were also discussed outside the agenda:  EPF contribution of JTOs recruited by BSNL::::GM (F) said the matter has been taken up strongly with the BSNL HQ and decisions are awaited.  Understandably, BSNL would make the payment affront and later recover from the individuals.

 

     Posting of exclusive Broadband maintenance team with Laptops to each division:::GM (O) said that this would be put into effect initially DGM wise. After balancing the availability of  JTOs in various units with excess/shortage, division wise arrangement would be considered.

 

     Issuance of  ID cards to the officiating JTOs as JTO::: GM (O) opined that we can consider issuance of ID cards to the officiating JTOs as Officiating JTOs after taking approval for the same from the CGM.

 

    Non-drawal of annual increments for those who are officiating as JTOs during the officiating period:::: Case will be studied and suitable instructions will be issued to the respective pay drawing officers

 

     Extra-ordinary gap between surrender of impress and  payment of  imprest causing a virtual halt-mechanism on day-to-day work as well as cases of exigencies:: GM (F) said that instructions would be issued to reduce the gap to minimum without crippling the BSNL accounting procedure.  Also, last time, the over-delay was attributable to the SBI strike.

Entry of pension contribution in the Service Books::: This would be studied and suitable instructions would be issued to the zones.

     Circle Secretary said that more than year-old problems faced by our members in the GSM units are pending in spite of assurances given in various meetings.  CGM said that we can discuss the issues pertaining to GSM units in a separate meeting which can be arranged later.

our Circle Office-bearers met on 3rd May 2006 and decided that a letter would be addressed to the CGM  indicating the fields like external/transmission installation, transmission maintenance, broadband maintenance, CSCs, CSRs, Vigilance as the fields for which service cell connections to the left out executives are to be issued in the first phase in order to give an opening to the issue.  It was also decided to request for opening access to level 9/other accesses for WLL mobiles of the executives for whom cell connections are not covered in the first phase.  Accordingly CS has written letter to CGM.

 

SNEA (I) Chengalpattu SSA, has in toto merged with SNEA (I) Chennai Telephones by taking a decision in their GB meeting held on 9th May 2006 and passing unanimous resolution.  Our Circle office-bearers and Circle Secretary and Cricle President of SNEA (I) Tamilnadu Circle attended the meeting and addressed.

 

As required by our CHQ, the details i.r.o. abolition of 1966 posts, sent to BSNL HQ well in time.  However, a copy of the same has been sent to SNEA(I) HQ to make explicit confirmation of the same.

 

Circle Secretary and ACS Com Sundararajan met GM (O) on 16th May to discuss a few  issues of emergency .  They also met GM (F) and discussed the hardship faced by the field officers in respect of payment of temporary advances which is crippling the essential activities. This issue will be discussed in depth again with the appropriate officers.

 Com.Ravichandran SDE and Com Rajan DE were honoured with Sanchar Sewa Pathak Awards. Our congratulations to them and other award-winners.

 

 

 

Ad-hoc DE promotion order is expected  anytime in week to ten days from now.

 

CRs of eligible candidates for promotion from JTO to SDE which has been sought for by BSNL HQ before 25th May 2006 is getting ready and expected to be sent by our local administration shortly.

 

Shri Velusamy, known for his pragmatism  has joined Chennai Telephones as Principal General Manager. We welcome him.

 

Circle Secretary has addressed a letter to CGM Chennai Telephones expressing serious concern over the delay in clearing the snag in the GSM Coimbatore IN due to which  customers are aggrieved and our field officers are facing harassment.

CHQNEWS:

BSNL Management committee decides to pay Bonus / Exgratia 1.4 times the IDA Basic. The same will be placed before the BSNL Board meeting on 18th Sept 2006 for approval.

BSNL Management Committee decides to confer the following benefits to the Executives (1) Raise the number of free service calls marginally. (2) Fixed reimbursement to JTOs and SDEs for Mobile Connections availed by them. For DEs Mobile connections will be provided on need basis. (3) Broad Band connections at the residence on concessional rate for JTOs and SDEs,  DEs on need basis, JAGs and SAGs with down limit.

We have reliable information that the file for constitution of Wage Revision Board for Officers/ Executives in PSUs has gone to the Prime Minister's Office and will be considered after his return form abroad.

50% DA merger in IDA basic will come up for discussion and decision in the Cabinet meeting after receiving the information from some Ministries who are yet to supply the information already sought by the Cabinet.

BSNL BOARD MEETING is scheduled for 18th September 2006. Promotion policy is expected to be finalised in this meeting.

Director (HRD) invited the Association once again for discussion on 31-03-2006. He made categorical statement that he will ask the CGMs not to relieve the transferred officers . He has already spoken to some CGMs. He also assured that the orders will be reviewed. Director (HRD) also invited our concrete suggestions to evolve a transfer policy for the future. In view of the above the agitational programmes are deferred.

GS Com.G.L.Jogi invited for United Nations International Workshop on all issues related to Professionals and Managers in the evolving scenario to be held at Tokyo from March 1st to 3rd 2006.      Sub: ‘Resolution passed in the Circle Executive Committee of our Association’ and Request for personal immediate intervention – reg

 

     Please refer to our letter No.5 dt. 25th May 2006 wherein we had expressed our deep shock over the issuance of charge sheet under Rule 14 to Smt. Chandra Radhakrishnan JTO Vadapalani RSU/CSC by the General Manager (West) as a reward to the enthusiasm shown by the J:TO in promotion of BSNL and having acted as per the oral directives from time to time from the senior officers       and our  serious concern that the demotivating effects such deeds would cause to the interests of BSNL.  We had appealed to you to take immediate remedial action to get the  charge sheet withdrawn forthright.

 

     To be honest and in fact, the Circle Executive Committee of our Association which met on 24th May 2006 and the extended General Body which met on the same day, directed us in one voice to condemn the attitude of the General Manager (West) and to issue notice for Trade Union Actions with immediate effect starting from non-cooperation, Demonstration etc. and to go for further intensive T.U.Actions.  But, ours being  a very responsible Trade Union Organisation containing membership which is fully devoted to the cause of BSNL in its priority, which we have amply proved right upto this time,  we did not choose to act in haste.  We tried our level best to restrain the feelings of commotion and emotions in their  minds  and appealed to them to hold patience, purely with the hope and confidence that we would be able to sort out the issue with the pragmatic officers in the healm of affairs.  But, with the indications that are present,  we are apprehended that the situation is slipping out of our hands and we are getting extra-ordinary pressure from our membership whose resentment is steeply growing, to implement the decision taken in our CEC viz. to start Trade Union Actions immediately if the charge sheet is not withdrawn forthwith.

 

     We would like to reiterate the following three points:

 

     The charge sheet has been issued by the General Manager (West) without application of mind and without making any personal assessment.

 

     The charge sheet has been issued to the JTO for no fault on the part of the JTO except obeying the directives of  the superior officers from time to time and taking personal interest and showing enthusiasm towards the interests of BSNL.

 

     When corporate outlook and mindset is expected of everyone as has been indicated from time to time by all officers, starting from CGM to officers down below, especially in the present competitive scenario, if any problem surfaces during the acts carried out with customer oriented and corporate outlook, in stead of settling the problem and offering a strong supporting defence in favour of the person facing the problem, letting them down with a rigid governmental mind, spineless escapism under any guile whatsoever, shirking the responsibility as a superior without any leadership quality, etc. cannot take the organization to the desired extremes and supremes.

 

     Sir, these days, when we are fully conscious of the fact that there is absolute need to take our organization and the products of our organization to the customers’ doorsteps and in these directions we are directed to carry out marketing activities through door-to-door canvassing, umbrella markettings, lavish offers of relaxations, redunding rigid  formalities, we feel that we should not be driven into the confusion of whether to market our products or show our rigid rules.  If the management is of the opinion that it is one’s own responsibility to safeguard himself/herself with the application of rigid rules of a typical Governmental set up rather than enthusing towards the growth, development, sustenance and pride of the organization, let it be indicated to us black and white so that we can direct our members to choose the right priority unmindful of the organizational interest.

 

     In view of the above facts, we are driven to feel that the frustration, anger and resentment in the minds of our members, feeling of insecurity in the hands of officers like the General Manager (West) is fully justified and, if the management fails to understand the sentiments in its correctness with a corporate outlook, leadership quality and if the charge sheet issued under whatsoever guile is not withdrawn unconditionally and henceforth, we  are unrestrainably constrained to inform you, Sir, that we will be left with no alternative except to launch the Trade Union Actions as has been directed by our Circle Executive. 

 

     The T U Actions will start with a Lunch Hour Demonstration in front of the O/O General Manager (West) on 21st June 2006 and non-cooperation from the same date.  Further course of the Trade Union Actions will be intimated in due course.

 

     With still hopes prevailing that your goodself would personally intervene and do your best to avoid confrontation,

Sir,

     We are pained and constrained to bring the following for your kind information and immediate corrective action.

 

     You are aware of the stiff competitive environment that the telecom providers face and as one of the service providers, BSNL Chennai Telephones is bound to take and is taking all steps to retain the existing customers and to increase the customer base. We hope you would agree with us that time and again, we, the field level executives in all the areas are being directed orally/verbally to keep the customers at ease and comforts and promote the interests of BSNL.  Many instances are there when our senior officers have told us to sell maximum sim cards keeping in view only the promotion of business.  With these directions and on our own interest, keeping in mind only the interest of BSNL, you are aware, that our field officers work extra-time, take extra and personal initiative and interest to promote the business of BSNL unmindful of the hardships and risks involved.  To site an example, the Road Shows and Umbrella Marketings have been ordered and are being implemented sheerly with the intention of bringing back our lost customers, increase the customer-base mostly breaking the ice of rigid formalities and creating an easy reachability to the customers to be at least in tune with other service providers. (Many rules, laws, regulations have become either redundant or absolute barriers for promotion of business especially in the existing competitive environments). For these all to be in sustinence, mere directives from the top level officers are not sufficient but an encouraging, motivating and protective mechanism is also absolutely essential. In the competitive marketing strategies, ‘strict dos and donts,  rigid formalities, hard regulations etc’ cannot and should not have any place. This is the reality.

 

     We are pained to bring to your notice that the General Manager (West), without applying his mind and making any personal assessment, has issued a Rule-14 charge sheet to one JTO Smt. Chandra Radhakrishnan of Vadapalani RSU/CSC. This, for no fault on the part the J:TO, except obeying the directives of the senior officers from time to time, working extra-time, taking extra initiative and trying to keep the customers at ease with the interest of BSNL only in mind. This extreme demotivating act of the General Manager (West)  has spread like a wild fire and has created in the minds of the field executives, a feeling of insecurity, resentment and anger.  (Sir, it I not diffricult for us direct our members to give top priority for ensuring their personal safety and security in the official dealings, if we also forget the present scenario and the interest of BSNL).  Irrefutably, this like demotivating actions would only create a serious set-back to our machings forward. Sir, you being the Head of Chennai Telephones, would agree with us that there is a strong duty for you to remove from the minds of the executives the ‘doubts and apprehensions’ ‘feeling of insecurity and demotivation’ by taking immediate corrective action.  We are under tremendous pressure from the entire membership of our organization, to give a call for Trade Union Actions.  But, being a very responsible T.U. Organisation and containing membership which in entirety is for protecting the interests of BSNL, we are of the opinion that this like a situation should totally be avoided.  Under the guile of any external agency, if the directives (oral/verbal) given from time to time by our top level officers, when implemented, are not supported if not appreciated,  we are afraid that the situation may go out of control and ultimately the interests of BSNL may lose any priority that is needed.

 

     We hence appeal to you to immediately interfere and direct General Manager (West) to withdraw the charge sheet immediately so that ‘confidence would be instilled’, ‘feeling of security will be regained’, ‘demotivating actions corrected’, ‘non-recurrence of such disturbing misdeeds ensured’ and our members can continue to work still more vigorously with the objective of promoting the interests of BSNL for which timely and correct act we would be grateful to you,

'Open Session' pay excellence in the instilled congregation. The Chairman Telecom Commission Dr. J.S.Sarma, the C M D BSNL Sri A.K.Sinha, the Dir Finance Sri S.D.Saxena, the CG M T  KTK Sri. The Chairman T C congratulated the members of SNEA led by Com.W.Seshagiri Rao and Com.G.L.Jogi particularly in maintaining the lifeline of the country when it was exposed to severe threats in the recent times. The C M D exhorted the executives to carry on with better performance in meeting the grave challenges and stiff targets set for the BSNL. He also assured that the grievances will be settled without further delay.
The XXVI  AIC kicks off  to a colourful start at Bangalore with the CHQ President, Com.W Seshagiri Rao hoisting the association flag at 10.00 hrs on 20th January 2006 with the slogans of 'Sangarsh' and Unity emanating from over 1500 delegates renting the air. The delegate session was inaugurated by Sri Niranjan Singh Dir (HRD) at 11.30 hrs. He commented the Executive force particularly the SNEA for the successful and creditable performance of the BSNL in the face of the stiffest competition. He categorically assured that all the issues concerning us could be sorted out immediately. He promised the time bound policy will be implemented without dilution as already agreed at the time of absorption.

ISSUES

         

1.      WLL Telephone to PAs

     The CGM informed the PGM to issue necessary amendments to include PAs for the WLL Telephone eligibility .

The order is expected very shortly.

 2.      Opening of CSC centres at Tambaram.

       CGM is interested in opening more no.of CSC centres. He feels that the initiative from field units for opening CSC centres is not encouraging

 3.      Payment of EB bill for non-BSNL sites of GSM.

4..Transport ing of Diesel to non-BSNL sites.

5.Utilising the vehicle on Holidays/Sundays.

 

 Reply for item no.3,4,5 CGM wanted to take up the case at DGM/GM level as such he hasnot received any problems from the DGM/GM on the above issues.

6.LSNMS:

The CS appraised the CGM not to switch over from CDOT LNMS to Prudent Technology.

 CGM has assured us he will study the merits and de-merits and accordingly he will take decisions.

The CS thanked our CGM and Administration for the issue of WLL telephone order to JTO/SDEs.

Our CGM requested the Association whenever subs is coming to CSC Centre for cash payment ,the same should be accepted.

Regarding provision of Cell Telephones toafter expansion, the response of CGM is positive

2.  Access Deficit Charge (ADC) - There should be no further reduction in ADC. strict action should be taken by cancelling licence and initiating criminal proceedings so that such violations and cheating do not take place.

3.  No unbundling of last mile copper

4.  Universal Service Obligation (USO) Fund - severe penalty for not meeting mandatory requirements of providing services in the rural areas should not only form part of the contractual obligations but must be strictly enforced.

5.  Expansion of Mobile Services

6.  Broad Band Connections

7.  No Outsourcing of Services

8.  No entry to private companies in BSNL / MTNL premises

9.  Merger of BSNL & MTNL - the best option for the Government would be to buy back the disinvested shares of MTNL.

10.        ILD service - Thus huge profits on account of International Traffic are diverted to Private Sector for reasons unknown to us. This needs to be addressed to on priority basis.

11.        Absorption of Group ‘A’ Officers - Just like other executives and non-executives, Group ‘A’ officers also should get absorbed in BSNL/MTNL without any further delay

The CS had informal meeting with CGM on 8/4/2005 along with Circle President Com.Ranganathan ACS Com.Sundararajan and ACS Com.Chittibabu. The meeting was very cordial and resolved many issues
ISSUES:
1. Non-implementation of Internet Package to JTO/SDEs:
CGM assured us to implemnt order at the earliest.
2. WLL mobile to JTOs:
As there is a problem field units to get WLL mobile to our JTOs, the CS wanted a clear order from the administration that all the JTOs are eligible for WLL mobiles.
The CGM agreed to our request and order will be issued shortly.
4. Delay in issue of officiation order in STS:
Our CGM informed us that the delay is due to empanelment and he has assured us to issue the officiation order at the earliest.
5. Medical claim of Com.Chandra SDE
 
Our CGM agreed to sanction the entire claim amount, as the accident took place during duty hours.

23-3-05 :2000Hrs :Hon. MOC appeals to the United Forum for BSNL executives to withdraw the agitation offering concrete assurances that the BSNL Management will be instructed to settle all our grievances within a specified timeframe. The MOC also commits his personal monitoring of the settlement process. The United Forum responds positively to the categoric intervention of the MOC and offers to DEFER the agitational programmes.
Minutes after the truce worked out by the Hon MOC the BSNL board invites our leaders for discussions and promises that the contentious issues will be sorted out within three weeks. The Board also requested our inputs to solve all the outstanding problems.
Comrades, your commitment and valour has put us in a strategic position for settling our grievances which were wantonly left unattended by hostile Management. Keep up your spirits.. Don' relax until the final victory..Ignore the absolute falsehoods spread by  defeated and deflated vested interests.. untruth is the only weapon that they have with them

BSNL executives call off stir

NEW DELHI, MARCH 23. The executives of Bharat Sanchar Nigam Limited (BSNL) today called off their work-to-rule agitation following an assurance by the Communications Minister, Dayanidhi Maran. The stir had affected STD links, points of interconnect with mobile networks and railway reservation at several locations.

"This morning, we met the United Forum of BSNL Executives along with the CPI(M) leader, Nilotpal Basu. An agreement was reached and the executives decided to call off the strike. Normality will be restored soon. With this we can go the next step forward that all the other issues can be handled by the BSNL management," said Mr. Maran. "Their issues would be heard by the BSNL management and there are certain grievances which will be discussed. But the Department of Telecom will not go further into that and we will be behind them to see that everything goes smoothly."

The BSNL Chairman and Managing Director, A.K. Sinha, later said that a committee of senior officers would be formed to look into their demands, including the main one of addressing their promotional avenues at the time of absorption.

The BSNL management had taken a tough line during the initial days of the agitation that began on March 15 with the management at some regional centres even threatening the executives with dismissal. However, with the stir showing no signs of weakening and communication links being increasingly affected, the Indian Telecom Service cadre-dominated BSNL opted for a conciliatory approach that led to the meeting between the executives and Mr. Maran.

CHENNAI FEB. 26. The United Forum for Bharat Sanchar Nigam Limited Executives, Tamil Nadu Circle and Chennai Telephones, has announced protests against the management's failure to implement the committed promotional policy for Group B officers absorbed in BSNL.
In a statement here today,
A. Sugumaran, convener, Joint Action Committee, demanded implementation of non-post based time-bound promotions and service weightage. A day-long dharna, demand's day, protest day and a relay hunger-strike would be part of the agitation

Highlights of issues discussed with CGM meeting on 23-12-2004:-
1. The cheques from CSR centre will be collected by the two nominated banks.
 
2.The CGM intend to issue Cell Telephones to all SDEs after the expansion.
 
3. The non-optee subscribers will be given application for plan change along with the Telephone Bill.
 
4. 8 out of 20 Pay Anamoly cases have been settled. The remaining 12 is pending due to want of records from other circles.
 
5.The CGM agreed to extend WLL  Telephones to all JTOs
 
6.The CGM agreed to extend Internet/Intranet facility to all JTOs/SDEs(In this respect BSNL Board has issued an order on 24-12-2004)
 
7.The CGM has cleared the pending Exchange Incharge Allowance.
 
8. The CGM has agreed to  issue STS officiating  for the leftout senior officers.
 
9.Our CGM has met CMD on 22/12/2004 and convinced  him to extend Chennai HRA/CCA for RTTC staff proposed to move to Maraimalar Nagar.
 
10. GM Finance agreed to increase the CPF to 13.61% for the BSNL recruited JTOs.

In the CWC meeting held at kurnool on 1st 2nd dec 2004 the following

decisions were taken unanimously in respect of promotional avenues:--

 

1. There should be only Time bound Promotion upto SG JAG (JTO-SDE-STS-JAG-SG 

  JAG) purely on seniority cum fitness without any attendant condition.

   Beyond SG JAG, Post bound Promotion depending on availability of post by 

    selection.

2. DOT service weightage should be 100 per cent

3. For adhoc STS the replacement IDA scale should be given from 1-10-2000.

4. Implementation of IDA payscale of CIVIL/ELECTRICAL/ARCHITECTURE/CSS etc   with effect from 1-10-2000.

 5. There should be no recruitment of Management Trainee .

 

 

THE CHQ WILL MOUNT PRESSURE TO SETTLE THE ABOVE ISSUES JOINTLY WITH SISTER EXECUTIVE ASSOCIATIONS WITHOUT DILUTING THE DEMANDS, FAILING WHICH A JOINT TRADE UNION NOTICE WILL BE SERVED TO ACHIEVE OUR DEMANDS.

The CEC meeting was well attended and the following resolutions were passed to consider in the CWC on 1st and 2nd Dec 2004 at KURNOOL 

RESOLUTIONS. 

          The Circle Executive Committee meeting of SNEA(I) Chennai Telephones which met on 24.11.2004 resolves unanimously the following resolutions. 

1.      There should not be recruitment of Management Trainees at any level below SAG.

 2.      There should not be any post bound promotion up to SG JAG level.

 3.      Hundred percentage waitage should be considered for past service rendered in DOT for the first time bound promotion.

 4.      The time bound promotion stream should be as JTO-SDE-DE-JAG and SG JAG and no other post/scale in between should be allowed.The time bound promotion should be purely on seniority cum fitness with the residency period of 4,6,5,5 years respectively.

 5.      In the time bound promotion stream or any other aspect there cannot and there should not be any discrimination between JTO recruited by DOT and JTO recruited by BSNL.

 6.      The increment slab of STS should be increased, adhoc DEs to be placed on STS Scale on absorption with the full consideration of past service.

 All the existing vacant TES Gr. B and STS posts should be filled up immediately

Gear up for competition, telecom employees urged

CHENNAI, OCT. 30. The Union Communications and Information Technology Minister, Dayanidhi Maran, today told telecom employees to consider the present realities and gear themselves for competition from private players.

If they did not get their act together now, it would be too late, he said them at the first all-India conference of the Telecommunication Employees Progressive Union (TEPU) here. "If one BSNL connection is gone because you were not polite to a consumer, it is gone for ever," he reminded the employees. It was because the public sector telephone manufacturer ITI did not act early enough that the Centre had to bail it out.

Though there were persistent demands from some quarters to privatise Bharat Sanchar Nigam Limited, he and his party, Dravida Munnetra Kazhagam, were against the move, he said. Mr. Maran told the employees to treat the consumer with due respect and courtesy.

G.L. Jogi, general secretary, Sanchar Nigam Executives' Association, wanted the Minister to ensure a level-playing field in the sector. "We do not have a level-playing field," he said and alleged that the regulator had become "an ally of the private operators" and that the licenser too was looking the other way when private operators blatantly violated norms. "The private sector has not provided a single connection in the rural areas... we have done miracles," he said and added that the practice of one major private operator creating dummy numbers had jeopardised network security.

The TEPU president, C. Kuppusamy, said the union had representation from 11 States. Over 200 delegates, including 80 from other States, were attending the first conference. He handed over a memorandum listing the demands of the employees to the Minister. Mr. Maran said he would consider the demands and respond later.

On 20-10-2004 met the PGM(HQ) regarding the re-allotment of recently promoted SDEs. The PGM informed the Association that there was no response from the BSNL HQ till to-day, however he will write a reminder to-day and he will speak to them over telephone.The PGM requested the Association if anybody interested to go to T&D circle and STP circle  posting at Chennai, the Administration will try for the allotment.
 
On 14-10-2004 met the new GM (N) sri.G.Kuppuswamy  and took up the issue of WLL telephone to JTOs , the response was positive.
 
On 14-10-2004 met PGM(HQ) regarding re-allotment of recently promoted SDEs to Chennai TD. The PGM informed the Association that they have send a proposal
for creation of post and if the same is approved they will try to accommodate to that extent.

ON 26-03-2004 Our Circle President Com.M.Ranganthanthan and ACS Com.N.Chittibabu  met the GM Finance to make the IDA Payment before 31st March and accept 10E1 Form and Optionf from Officers promoted after 1-10-2000.

1.Officers wanted to distribute the arrears from 1-10-2000 to have a reduced Income Tax are requested to file their 10E1 Form to the respective AOs.
 If possible they can assist the AO in calculating the arrear for the respective years. So this has to be settle before 6th of April as they will be submitting the Tax Report by 7th April.
Hence it is requested to submit their 10E1 Form positively 31st March 2004.
 
2.Those who got promotion after 1-10-2000 are requested to excercise their option to the Department to fix from the date of Promotion.

The case taken by our Association for allowing option to retain CDA pay scales till next promotion has been accorded in the PO itself. This has been further clarified by our GS  - and text of the relevant order is reproduced below. The POs issued for permanent absorption contain instructions regarding regulation of pay on absorption- " pay will be regulated in terms of Para 4 of DOP& PW OM No.4/18/87-P&PW (D) dated 05/07/1989" which reads thus "The Public Sector Undertaking/ Autonomous body will formulate the terms and conditions of service in the new body at the earliest possible date. The Employees will however have an option to retain their Government pay scales till their next promotion or retirement whichever is earlier or to come over to the service conditions of the PSU / Autonomous body. However until the exercise of option they will be continued to be governed by the pay scales, leave entitlements and terminal benefits under the Government." Members find it beneficial to exercise such option may do so immediately with a copy to our Circle Secretary.  Our Circle Association will meet our Circle administration and bring this order to the notice of the Accounts & Finance authorities  for implementation of the said order in respect of the optees. This is likely to benefit thousands of officers belonging to Telecom, Civil/Electrical and , Accounts & Finance wings.

The Combined GB Meeting of SNEA(I) Chennai Telephones and Tamilnadu Circle held on 27-02-2004 was well attended by more than 750 Comrades. Presidential order for absorption  issued for JTO Cadre . The Association is very much thankful to Chennai Telephones Administration for the smooth issue of PO in record time. As on 1-10-2000 , 372 JTOs  were accommodated in BSNL . After 1-10-2000 upto 31-10-2003 JTOs were absorbed in BSNL from the date on which they have joined Chennai Telephones.          As on  31-10-2003 , 440 JTOs available in BSNL apart from 131 direct recruit JTOs.
 
Circle Secretary Com.M.Munuswamy  along with Circle President Com.M.Ranganathan and ACS Com.N.Chittibabu met the GMO on 29-12-2003 at 1630 hours. The meeting was very cordial. The following issues were discussed:
1) Posting of SDEs to Chennai Telephones:
The Association requested  to accommodate all  the SDEs in Chennai Telephones who have passed out in recent examination. GMO has assured us that the administration will try to create as many posts as possible in SDE cadre in the new areas forecasting upto March2004 and accommodate to that extent.
2) Officiating from JTO to SDE
GMO will talk to Delhi and ascertain the posting of SDEs if the posting is likely to be delayed more than 90 days, the officiating order will be released shortly.
3) Medical claim of Com. Ramesh SDE
GMO has clarified if he has opted for CGHS , all his claims will be reimbursed. In case if there is any problem the GMO is willing to clarify further.
He has requested the GM(West) to send the file for clarification if required.

Meeting with GM ( C ) on 04-12-2003

 Com M.Munuswamy CS along with Com S.Sundararajan ACS and Com K.Mohanasundaram Org.Secy ( C )  met GM Central on 04-12-2003.

 The following issues were discussed.

1)   The difficulties in collection and remittance of cash in the CSRs of GSM

        GM assured to persue the case of giving to a private agency which is already approved by CGM.

2)      The practical difficulties in having two different level of creations of level 1 and level 2 at different places.

GM assured that it will be sorted out.

3)      Shifting CSR centre at Annaroad .

GM informed that the new place is ready and will be shifted very shortly.

4)      Provision of WLL telephone to all JTOs

GM has agreed to sanction in phased manner.

As per the directive of CHQ , Circle Secretary Com.M.Munuswamy and VicePresident Com.B.Srinivasan met CGM on 27-10-2003 , briefed about recruitment of Management Trainee in BSNL and implementation of the recommendations of the KPMG  and handed over the Memorandum.

Meeting with CGM
The CS Com.Munuswamy along with Vice President Com.B.Srinivasan  and ACS Com.N.Chitti Babu  met the CGM on 17-10-2003. The meeting was very cordial and interactive.At one stage the CGM appreciated the stand and argument of our Association in focussing the issues.
The issues discussed:
1) Release of WLL connection for Deepavali (Rs.20/- scheme):
The Association requested the CGM to defer the release of WLL (Rs20/- scheme) till BTS are installed.The CGM wanted to release  1400 connections as Deepavali gift and the remaining connections wil be released only after installing the additional BTSs.
 
2)The Association expressed the displeasure in handling the AVADI issue.
 
The Association wanted to discuss with the CGM the problems listed in CEC held on 11-10-2003 . The CGM has aggreed to give the meeting at the earliest.

The CEC held on 11-10-2003 co-opted Com.V.Sundar as third CWC member since the membership crossed 1000.
