A special General Body Meeting was held at Chennai on 2nd Nov 2009. Our beloved Com G L Jogi GS attended. Com GS kept the audience spell bound by his powerful address lasting more than one and half hours. Later he interacted with the members and answered all queries raised by members on various issues. Despite rain the comrades of Chennai and Tamilnadu circle (as far away from Dharmapuri) participated. The hall was fully packed due to the enthusiastic response of our comrades. As regards to sensitive posts identification it was decided to convey to administration that the posts identified by BSNL HQ only should be considered as the loca list defies all logic and reason and cannot be implemented in true spirit of the original HQ order. The balancing of shortages in executives can be resorted to after a thorough exercise of identifying the shortages in various areas.

Today 24th August 2009 a delegation of SNEA CHTD and TN met Director HRD at Chennai and submitted a memorandum on various issues (copy attached)
Dir HRD was interacting with us for over 30 minutes and dwelt on all the issues highlighted in the memorandum.
The issues discussed were
  • Denial of opportunity to the Executives working in BSNL with sufficient qualification and experience in the Recruitment of DGMs
  • STS Promotion and Regularisation of Ad hoc STS officers
  • E2, E 3, …. pay scale for the Executives
  • TES Group B Competitive Exams on New Pattern
  • Absorption of ITS. 
  • EPF issue of BSNL recruitees
  • Recruitment of DGMs. 
  • Reduction of pay for JTOs, who joined after 01.01. 2007
  • HRA on par with Chennai for CPT SSA
  • Mandatory Training in RTTC Chennai
  • Merger of Chennai TD with Tamilnadu Circle
He immediately agreed for our request of E3-E4 training at RTTC MMN Chennai and agreed to consider inclusion of names of SDEs who declined adhoc STS promotion for regularisation in STS. He was very positive in his response and showed concern for executive cadre and urged through SNEA all executives to focus on BSNL Growth to improve profits.

MTNL, BSNL executives seek Governor’s help

CHENNAI: The United Forum of Executives of MTNL and BSNL, Chennai, on Wednesday submitted a memorandum to Governor S.S. Barnala seeking his intervention in the implementation of the demand for repatriation to the Department of Telecommunications.

The memorandum stated that the decision to seek repatriation, which is also an issue over which telecom officers have been on the warpath recently, was “taken after extensive deliberations over the dual policy of the government on the issue of absorption, which has shaken the very foundation of viability of BSNL and MTNL.”

The memorandum urged the Governor to expedite a solution that would avert further precipitation of the issue.

Save BSNL, Yechury urges Manmohan

NEW DELHI: The Communist Party of India (Marxist) on Monday sought the intervention of Prime Minister Manmohan Singh in procuring new mobile lines for the public sector Bharat Sanchar Nigam Limited as it faced a rapidly shrinking market share in the fast expanding mobile market.

In a letter to Dr. Singh, CPI(M) Polit Bureau member and Member of Parliament Sitaram Yechury said that without urgent measures to augment the mobile lines capacity, BSNL would slip further.

"It is clear that the major thrust in voice telephone is the mobile market. BSNL was denied entry till quite late and is now being hamstrung from competing, with the Ministry of Communications holding up all its vital procurement. If this state of affairs continues, it can only result in destruction of this vital public sector undertaking. People will remember that the call rates for the mobile sector were exorbitant until MTNL/BSNL entered the fray."

Releasing the letter to the press, Mr. Yechury said that "killing BSNL" would not only destroy public capital to the tune of Rs. 2,50,000 crore to Rs. 5,00,000 crore but also remove the only check that the subscribers had on call rates.

Why focus on IPO?

Mr. Yechury said it was surprising that the focus of the Department of Telecommunications was on bringing out an Initial Public Offer (IPO) for BSNL.

"An IPO may require to be raised if the company concerned does not have enough internal resources and, therefore, requires capital to be raised from the market. In this case, BSNL has cash reserves to the order of Rs. 45,000 crore. It is not able to spend this money as it has not been allowed to float a tender for new lines and is not being allowed to invest in improving its existing infrastructure," he said.
